Why is Proposition 13 never discussed during election campaigns?
Well, as you know, Proposition 13 keeps taxes on houses low. The people who benefit most from Prop 13, then, are successful middle and upper class individuals. These are people who are very likely to vote and who are key sources of campaign contributions. Angering them by talking about getting rid of Prop 13, then, is not a good choice for any politician who wants to be elected.
