Why is political stability a factor for progress?
It all depends on what you mean by progress, and what exactly it is you are progressing toward. Some people think “progress” (as in “progressive” progress) means moving toward a utopia. And a utopia would have to be stable. Others think that the best way to advance a lot of goals is by using the state. To both those people, a stable state is necessary.
