Why is Penn State switching to a competencies-based job evaluation and compensation system?
Workforce and organizational needs have changed since the Staff Position Evaluation & Compensation process (SPEC) was implemented in 1992. Competencies-based systems, in general, provide a more comprehensive method for recruiting, developing, evaluating, compensating and retaining employees when they are implemented correctly and are fully utilized. These systems provide the ability to link pay for positions to external market while maintaining consideration of internal equity. They also provide clearer descriptions of career paths and expectations.
