Why is Penn State changing the SPEC system to Competencies for Job Classification?

0

Workforce and organizational needs have changed since the implementation of SPEC in 1992. To continue to retain and recruit highly skilled employees, it is essential that we have a job classification system in place that reflects the needs and values of today’s workplace. Many of our positions now require different types of skills and knowledge than reflected in our current SPEC job classification system. The new system is also market focused and allows managers some flexibility to align their staffing needs with business demands.
