You’re asking this question twice. Not all of the ozone is found in the stratosphere. Most of it is in the stratosphere. The troposphere is the lowest part of the atmosphere, closest to the Earth, which is why more oxygen accumulates there. Most, if not all, of the oxygen that ends up there is released from the Earth’s hydrosphere, ecosphere and biosphere, through various means, which involve living organisms. The exchange of gases between organisms, as well as chemical processes like combustion, release not only oxygen, but also other gases like nitrogen, carbon dioxide, water vapor into the atmosphere, most, notably, the troposphere, due to its proximity to the Earth’s surface. In fact, only a fraction, about a fifth of the troposphere’s gases is oxygen. Ozone is also a form of the element oxygen, but consists of 3 oxygen atoms, so I suppose you meant oxygen gas in the troposphere.
