Because Canada controls their immigration carefully, they know exactly how much their country can handle. The U.S. and the better part of Europe are far less practical when it comes to immigration. Controlled immigration can be a wonderful thing but in excess can harm that countries people. When you think about it though, the United States is the poster child for multiculturalism, since we were founded on it. We have our issues but so long as immigration is kept within reason in most free countries it is successful, Canada knows this and uses it to their advantage.
