Mill finish is the natural appearance of non-coated aluminum. All aluminum has an oxide of some varying thickness. Anodizing is a very heavy controlled oxide, approximately 0.0003 inches thick. Mill Finish has a natural oxidized film which can be wiped off with your finger.
