L-1 Identity Solutions is a company the Texas Department of Public Safety (DPS) contracts with to take electronic fingerprints for the purpose of criminal history checks. Local law enforcement and some private companies can take “ink and roll” prints; however, DFPS will no longer accept these fingerprint cards. DFPS decided to require the electronic submission of fingerprints in order to automate and speed up the processing of fingerprint checks. Ink prints on a card must pass through many hands and suffer a high rejection rate from the FBI, which can result in weeks or months waiting for results. Furthermore, even when fingerprints are not submitted electronically, these “ink and roll” companies as well as local law enforcement still charge a processing fee.
