Why is Jo-Wilfried Tsonga representing France?

Actually I had a similar thought of thing in my mind, say an Indian who is born and brought up in U.S becomes a sportsman and is considered to be a U.S citizen, and he is not able to represent U.S.A of the competition involved. So what he does is to represent India because he has no competition from Indians.I would say although it benefits us, its not fair because had he got a chance to represent U.S.A he would not be representing India. He switches nationality for his convenience which isnt fair.If he U.S citizen he must represent U.S or if he wants to retain his Indian nationality he must participate in local domestic competitions to get a chance.
