Why is it legal to grow cannabis seeds but not cannabis?
I am making the assumption that you are in the USA, Alice and can only answer your question from the UK perspective. Indian Hemp (Cannabis sativa) seeds have for many years been used as ground bait when ‘coarse’ fishing in rivers, canals and lakes in Great Britain. This is one of the reasons why plants grown from accidentally spilled seeds are sometimes found in these locations. They are also found in the random mixtures of seeds sold for caged birds. These are both legitimate uses for Indian Hemp seeds. I have just seen your additional message. My apologies for assuming that your enquiry was from the ‘States’. I guess that the use of the word ‘pot’ threw me. I should have guessed the origin of your question from your correct use of grammar and spelling. The Hemp seeds are probably imported and obviously sometimes the irradiation process designed to make them infertile is not always 100%, hence the occasional appearance of plants in ‘fishing’ spots.
