Why is it important to get Data Elements approved by a stakeholder group?
We have many users that would like to build reports and applications that extract data from a known Data Elements that have consistent meaning. The ISO names are stored in many of these reports and our users would like to reuse these reports year after year. But in order for these reports to be stable they need to refer to consistent Data Element names that have time-invariant semantics. Until a Data Element is approved by a stakeholder group the ISO name of a Data Element may be changed without notice. After a Data Element name is approved by a stakeholder group a formal change control process will be established in order to notify users of changes in Data Element structures. These Data Elements will not be deleted or renamed without appropriate notification of the users. This time period is typically around three months.
