In May 2007, the Division of Mental Health and Addiction (DMHA) and the Office of Medicaid Policy and Planning (OMPP) partnered to form a workgroup charged with transforming the way mental health and addiction prevention and treatment services were delivered and funded. The overarching goal of DMHA’s delivery and finance activities is to insure consumers have access to the right services at the time they are needed. The proposed changes to the MRO plan are a key component of these activities. The proposed MRO changes will give consumers with serious mental illness or serious emotional disturbance access to services packages designed to promote resiliency and recovery. The proposal will require providers to use standardized assessments and person-centered planning to determine need for specific services.
