Why is Illinois switching to name-based reporting?
Every year, Illinois receives more than $50 million to provide HIV/AIDS services from the federal Ryan White CARE Act. Starting in 2006, the federal government will begin to distribute CARE Act funding based in part on HIV data reported to the Centers for Disease Control and Prevention (CDC). The CDC has said it will only accept data from states that report HIV cases by name. To ensure that we do not lose that essential funding, Illinois must develop a high-quality and secure name-based HIV reporting system. IDPH officials, along with AFC, are working to ensure that the new reporting system does not compromise individual confidentiality or undermine efforts to promote acceptance of testing.
