It is neutral in the sense that it has no political, cultural or national/ethnic “baggage” that it carries with it. The same cannot be said for the various national languages, each of which carries with it its own particular agenda, be it political, cultural, religious, commercial or otherwise. The only agenda Esperanto has is to serve as a bridge-language between all peoples. Of course, it has its own “universal” culture as well.
