Why is DEQ interested in pursuing water quality credit trading?
Trading can be a better way to protect the resource. It recognizes that the best opportunities for improving water quality and watershed health may not be at point source outfalls. It allows DEQ and stakeholders to look at a watershed holistically, and ask how efforts to improve water quality can be undertaken so as to best protect the most sensitive beneficial uses. It can also be more cost effective than investing in capital-intensive treatment technology.
