Why is control equipment listed at the pollutant level? Why not at the stack level?
Most control equipment reduces emissions of one or some – but not all – of the pollutants produced by a particular process at a point. In many cases, emissions of other pollutants are not reduced by the control equipment, and so these emissions should not be incorrectly reported as being controlled.
