Why is childcare not available to all teenage parents?
Childcare for the babies of teenage parents is primarily the responsibility of the girls family. LEAs may decide it is necessary to provide childcare in situations where it is clear that if such help was not offered the girl would receive no education. It is preferable that the girl is provided with childcare and returns to school, than missing out on the benefits of a full time education.
