Why is Capotes In Cold Blood not considered a non-fiction novel?

It is, by me, and in everything else I’ve ever read or heard about it. Only yesterday I heard a discussion on BBC Radio 4 include it in just those terms. I’d have said it was the most famous non-fiction novel. Not the first, though: according to the R4 panel that was something much earlier. Of course I’ve forgotten what.
