BNSF has determined that coal dust escaping from loaded coal cars can foul the ballast along rail lines and can lead to weakened track structure. Coal dust deposits have even caused fires in areas where coal dust has accumulated. BNSF is seeking to promote the uninterrupted flow of coal from the mines in the PRB to coal-fired electric generating stations and to avoid safety hazards, congestion and delays that can result from compromised rail infrastructure.
