Why is “Auto Channel Set” is grayed-out in the MENU?

In recent Mozilla nightlies, we have a "Tools" -> "Pop-up Manager" menu that has only grayed-out items. Is this going to be fixed for 1.3 beta, or 1.3 final?

In order to perform an auto tuner setup the unit needs to be in the tuner mode. Press AUX until tuner is selected then go back in the MENU to perform the set-up.
