There are many reasons. A certification exam is not designed with public protection as the primary focus. Almost a quarter of the MBLEx content is dedicated to ethics and boundary issues and professional conduct. A focus on contraindications as they relate to public protection, adds to the exam’s emphasis on public protection issues.
