Why is a policy “assumed” or “taken out” from Citizens?
The Florida Legislature created the “depopulation” or “take out” program to reduce the number of property owners insured through Citizens, which was originally designed to be the insurer of last resort. Under the program, private insurance companies, like Homeowners Choice, are encouraged to assume any of Citizens policies; provided they meet the financial and other standards imposed by the Florida Office of Insurance regulation.
