Why is a peer passenger restriction being introduced?
A probationary driver is at a greater risk of being involved in a fatal crash, if they carry more two or more passengers. The risk of a probationary driver crashing is four times as great as the risk of driving alone, or with only one passenger. Peer passengers who are affected by alcohol can create a dangerous distraction for an inexperienced probationary driver. A group of passengers can also encourage the probationary driver to take risks when driving.
