School districts use bond programs to address facility repairs and improvements as well as replace/repair/add equipment, operational systems, technology and furniture. Bond programs also are used to address growth, accommodate student programs, and comply with state and federal facility regulations. In GCISD, the District’s general operating budget is not designed to fund capital improvements. Facility maintenance and equipment replacement are accomplished through bond programs on a staggered schedule so that all items do not come due at the same time. The current proposed bond program seeks, in large part, to repair or replace facility structures (i.e. roofs), equipment and systems that have reached or extended beyond end-of-life, or will come due during the course of the bond program.
