Why is a federal law that has so many prescriptions (detailed requirements) necessary?
History shows that in the past, states and counties did not provide good services for young children with disabilities. The IDEA is an attempt to establish a nationwide standard for services. In addition, history shows that the most vigorous advocates for better services were the family members. The IDEA reflects the determined efforts of family members, especially parents, to create good services.
