Why is a detailed comparison of new construction and renovation plans needed?
For two reasons. First, the plans should explain how each facility will address the implementation of educational objectives. Second, realistic cost comparisons cannot be done unless a plan is created. For example, last year in Portland, Maine, original estimates were that it would be $5 million more to renovate than build new. Further study and plan work led to a completely different conclusion the costs of new construction and renovation were about the same.
