When Quays Avenue was originally planned 10 plus years ago, the policy at the time of Railtrack (now Network Rail) was that level crossings were acceptable for line re-opening projects. However, since then policy has shifted and additional level crossings to those currently in operation are not permitted. This leaves two options; either the construction of a road bridge over the railway or curtailing the line short of the town centre. The later option has been considered but is not being progressed because it does not fit with the project objectives. Therefore a road bridge over the railway is the only practical way forward.
