Why is 22 units (or 11 units for customers billed monthly) the breakpoint for initial volume charge?

The City of Bellingham has been collecting and analyzing water consumption data through its conservation program for the past 12 years. Historical data for single-family residential water usage has changed considerably since the early 1990’s. In the past, the average single family account used 12 units of water per month (24 units bi-monthly). Since the late 1990’s, and especially in the past several years, the single family consumption amount has decreased to an average of 11 units per month. Understanding this trend has allowed for a more responsive approach to the rate structure and resulted in decreasing the breakpoint amount for the initial volume charge. More information can be obtained on water consumption at the City’s water conservation web page.
