Why in some cases are none of the funds approved for a program or project spent or committed?
There are a number of steps that must occur before funding that is approved can be spent or committed. In the case of the purchase of goods or services, for example, there must be placement of the order, receipt of the items, receipt of the bill or invoice, and payment of the bill or invoice. In the case where a contract is needed to purchase the goods or services there are additional steps. Until payments are made or funds are reserved for payments anticipated to be made under a contract, funds will show as not yet committed.
