A. The demand for C, D12 and D17 tags is high. In 2009, the tag quota for D12 and D17 filled before the big game drawing was conducted and the tag quota for C tags filled before the second round of the drawing was completed. The most equitable method to distribute tags for zones in which the demand exceeds supply is to issue them by drawing.
