Why have they been developing Halo 3: Recon when they haven even created Halo Wars?

If I remember right, it’s because Halo Wars is being created by a company other than Bungie, but Halo 3: Recon is being made by Bungie itself. I guess it makes it better for us, though, because they’re both going to get worked on. We’ll get both sooner.
