Why have side roads not been included when much larger/faster roads have had their speed limit lowered?

In many cases road users will be able to observe de-restricted signs which have been installed at the entrance to side roads off A and B roads, and it could be argued that these roads should have a lower speed limit as well. However, the review only covers A and B class roads, and therefore it has been legally necessary to install de-restricted signs on the gateways to side roads – this does not mean that the speed limit has been increased on these roads.
