Interested public housing authorities initially joined together in 1986 to find a solution to the problem of availability and affordability of liability insurance created by the hard insurance market in the mid-1980’s. During the course of the study they learned that selected public housing authorities were also experiencing some problems with respect to the scope and cost of property coverage.
