Due to the higher than usual numbers of young people staying on at school and going to college, the Scottish EMA budget was overspent by £4.5m in 2009/10. It is expected to be overspent again in 2010/11. The Scottish Government has therefore had to make adjustments to the scheme in order to control expenditure. The removal of the bonus payments will reduce expenditure but will not, in itself, bring expenditure into line with the available budget.
