Why has the implementation of the previous four BRAC rounds taken so long?
All Air Force closures and realignments were timely and within the specified timeframes of the BRAC law. Environmental cleanup and the disposal of the real property are often technically challenging and involve extended timeframes to complete. The private sector is most capable of dealing with these issues in a timely manner. However, the current process did not focus on integrating private sector into the reuse process.
