Why has the boundary committee now published further draft proposals?
In response to a recent legal challenge from other councils trying to stop the whole process, a High Court judge, despite rejecting their challenge, ruled the boundary committee had “misdirected” itself by believing it should only put one option forward to the Secretary of State. The judge ruled that it should be putting forward to the Secretary of State all options that meet the five government criteria and allowing her to choose which option to implement. The city council believes that the doughnut model is the best option for both the city and rural Norfolk.
