Why has parental consent not been asked for before pupils register?

Anyone aged 12 or over can legally give consent for their information to be held by the council and/or shared with other public services e.g. Scottish Government, NHS. Parents of pupils who are still 11 are sent a consent form and guidance notes so that they can make a choice on behalf of their child. However, once the pupil turns 12 they are legally able to make their own decisions about the services they require on their myfife card.
