Why has Act 51 money not been saved over time to use toward present reconstruction?
State statutes require we establish and maintain a separate accounting for all monies received for local and major streets. In reviewing our financial records regarding the use of street designated funds, we currently do carry forward these funds from year to year and reserve them exclusively for street maintenance and rehabilitation purposes. Over the past six years the City has received a total of $4.73 million for local and major streets and sidewalk maintenance from Act 51, sidewalk revenue, METRO revenue and interest on funds deposited. Of this amount, $3.7 million has been spent for construction projects, routine maintenance activities, traffic services (signs, signals, etc.), Winter maintenance, administration and engineering, and sidewalk programs. We currently have a surplus balance of $1.7 million.
