I read in a World War Two book that the German military had attractive uniforms to lure in younger people (like the Hitler Jugend) before it was compulsory to join the military (Draft). So basically, it was just to attract people to the military.

The Germans have a thing about uniforms if you go there even people such as railway staff dress like army generals it is part of their culture and goes back before WWII and continues today I worked with the modern German air force and was amazed that the senior officers in particular looked like something out of a war movie.
