It is no more constant bandwidth than any other band limited modulation system. The frequency spectrum of an actual FM signal has components extending out to infinite frequency, although they become negligibly small beyond a point. By limiting the bandwidth to that required for Carsons rule, the bandwidth can be kept to manageable amounts.
