Why england and poland have not signed the bill of rights added on the lisbon treaty?

At the time when the treaty was negotiated, Poland had a nationalist government and that is the reson. At the moment we have liberal government, which would like to sing the bill of rights,but they do not have enough votes in the Parliament (they need 2/3 of votes to accept the bill because it puts on Poland some constitutional responsibilities) and our stupid president doesn’t support it either, so they gave it up.
