Why Enforce Litter Laws?
The importance of providing education and infrastructure to combat and prevent litter is well documented and frequently seen in practice in a variety of creative and multi-partner projects across Victoria. A lesser practised but essential element to achieve real and lasting behaviour change is the enforcement of the litter laws. In many instances littering is seen as insignificant or an act which bears no personal consequences for the offender. Regularly engaging in litter enforcement activity fosters the ever-present threat of ‘I may be caught’ and contributes to changing the behaviour of recalcitrant or persistent litterers.
