Why dont we know tournament locations sooner?
Because each tournament is designed to contain teams of similar strength, assignments cant be made until the previous tournaments results have been gathered and rankings computed. The coordinator must then go through the difficult process of scheduling each tournament site in the presence of multiple constraints. This is usually completed about a week after the previous tournament.
