Why dont we include all the propositions into one?
We believe that people need to know the major aspects of this project and have a say in each part. Propositions 2 and 3 require Proposition 1 to be passed. While Proposition 3 is necessary to proceed it is important to have a separate vote to provide a true mandate on this issue. This project could proceed without Proposition 2 but this proposition is less expensive to do now rather than later if we need to bring construction people back at a separate time.
