There are no mammals other than seals in Antarctica, though there are whales living around it. Bears only live in the northern hemisphere or slightly south of it. There is no land near Antarctica for land mammals to spread into the continent from. They probably wouldn’t be able to survive because they would be competing with killer whales and they rely on swimming, so in any case they would only be able to live on the edge. However, penguins would probably be able to live in the Arctic because there was a bird called the auk which used to live there which had a similar form and lifestyle to the penguin.
