This transparency issue is occurring in Google Earth 4 on some users’ machines and is not unique to HurricaneMapping polygons. It involves the transparency of overlays, in which the overlay remains solid until the slider bar for the overlay is all the way left (off). The overlay then disappears, going from solid straight to off without going through partial transparency.
