I don’t think you understand these laws correctly. It is NOT illegal to wear bulletproof vests in California. It is only illegal if you were previously convicted of a violent felony. In fact, I don’t know of any state that prohibits non-felons from wearing armor. There are only two states that allow carrying a gun concealed without a permit: Alaska and Vermont. Ironically, I will grant you the fact that these two states have the lowest firearm murder rate per capita in the United States. Some states permit “Open Carry” of a gun, though this is often frowned upon in practice. Other people see you with a gun holster and flip out “Ah! He’s got a gun!” and they call the police. The police show up, hassle you, and leave without penalizing you. But it’s a major pain and therefore almost no-one does that anymore.
