WHY DON’T ALL VICTIMS GET HELP?
The victim’s behavior must have not directly caused the incident. The victim must not have been involved in the commission of a crime at the time of the victimization or have been involved in the manufacture or delivery of a controlled substance at the time of the crime. Eligible crimes include murder, manslaughter, criminally negligent homicide, assault, kidnapping, sexual assault, sexual abuse of a minor, robbery, threats to do bodily harm, arson, trafficking, and driving while under the influence of alcohol, inhalants, or controlled substances. Only innocent victims receive help.
