Why don all images from Wikimedia projects get uploaded here by default?

Most importantly, some Wikipedias have a less strict licensing policy than Commons, so some pictures that would not be acceptable to Commons may be OK there. Commons does not (and cannot) allow fair use content, as some Wikipedias do: see COM:FU.
