Why doesn’t Toronto Community Housing get rid of contract management altogether?
Contract management costs about $400 less per unit than direct management. Toronto Community Housing would need to carve an extra $5 million from the operating budget to cover the higher costs of direct management. It might be worth it if there was clear evidence that contract management doesn’t work. But the results of the Tenant Survey, and the third party expert report, show that contract management works well in the right communities.
